Governance Board update

• Discussion of using Sharepoint for internal intranet-type sites with internal policies / documents that don't need to be public facing.
• Addition of language on subdomain policy page for requesting subdomains on new sites. Submitters need to actually have a site for the Gov Board to review, instead of a blank site with Lorum Ipsum
