No longer actively updating 3.0 or 3.1 frameworks, still many sites to be moved into 4.0 over the course of the fall

UNLedu 4.0 framework updates/changelog

More transparency in what is added/removed/fixed; Changelog will be added to WDN site; new development cycle: present framework changes to existing elements at WDN, next month move to testing environment, next month move to production.
